(Committee Member Yun Suk-myung. Presentation Material for the First Meeting of the Advisory Committee to the 22nd National Assembly Special Committee on Pension Reform) Why the Amendment to the National Pension Act Is a Deterioration (Posted September 14, 2026)

(Even recently,
claims that the March 20,
2025 amendment to the National Pension Act
significantly reduced the
burden on young people and future
generations have been reported
through some media outlets.
I am once again uploading decisive
rebuttal materials to
the "Pension Future Forum Statement"
category.)
From the first meeting of the Advisory Committee to the 22nd National Assembly Special Committee on Pension Reform,
excerpts from the presentation materials
of Advisory Committee Member Yun Suk-myung
and related content are attached.
Before the March 20, 2025,
amendment to the National Pension Act,
the pay-as-you-go (PAYG)
cost rate after fund depletion
was 36.6%.
After the amendment to the National Pension Act,
it rose
further to 39.4%.
The two major labor confederations, including the Korean Confederation of Trade Unions (KCTU),
and the Democratic Party are aiming
to legislate a five-year extension of the retirement age
in the second half of this year. If that happens,
the PAYG cost rate will rise
further to 41.2%.
If such a measure is taken,
the cumulative deficit,
which stood at 21,699 trillion won
before the 2025 amendment to the National Pension Act,
will not
shrink; instead, it
will increase by another 179 trillion won.
This is why, at the first meeting of the advisory committee,
the March 20, 2025,
amendment to the
National Pension Act was defined as a deterioration.
