On the Issue of Paying the Basic Pension to Low-Income Government Employees Pension Recipients (2026. 8. 27.)

Among Government Employees Pension beneficiaries too,

for those on low incomes,

for the sake of fairness with

National Pension members,

voices saying the Basic Pension should be paid

are growing louder.

There has been a reason

why the Basic Pension has not been paid

to low-income Government Employees Pension

recipients until now.

Unlike National Pension beneficiaries,

who must receive the whole amount

as a pension,

Government Employees Pension beneficiaries

can choose between

a lump sum and a pension.

Cases in which someone spent all of

a pension received as a lump sum

and thereby became low-income

are commonly seen among the later-life elderly

aged 80 and over.

In addition,

because the Government Employees Pension

also allows a pension and a lump sum

to be received separately,

the true state of the low-pension problem

can end up obscured as well.

At the fourth National Pension Financial Estimation Committee in 2018

and the fifth National Pension Financial Estimation Committee in 2023

this item was placed on the agenda, but

at the time,

owing above all to the opposition

of member Yoon Seok-myung,

it was not adopted.

In the latter part

of the attached video, too,

a similar issue is raised.

Before discussing low-income

Government Employees Pension beneficiaries,

the payment standards of the National Pension

and the Government Employees Pension

must first be unified.
