Although it is awaiting passage by the National Assembly, voices are already emerging that the Government Employees Pension reform plan to be passed this time must be reformed again. It is criticized as a "half-baked reform" for which the word reform is not appropriate.
Reporter Park Sang-hyun reports.

Structural reform failure... lack of long-term perspective
Experts criticized the reform plan, which was said to have been created through a "social grand compromise," as a "half-baked reform." The assessment is that they were unable to touch the structural reform originally pursued and were preoccupied with merely matching numbers.
Yun Suk-myung / Committee Member, Korea Institute for Health and Social Affairs (KIHASA)
"In that it failed to achieve a level of reform that would be sustainable, much energy was spent but the effect has been greatly diminished"
Kim Jin-soo / Professor, Yonsei University
"Although some parts were reduced in the long term, in reality, the problems regarding the Government Employees Pension remain as they were."
Insufficient fiscal savings effect
The government and the ruling party predicted a fiscal savings effect of 333 trillion won over 70 years through this reform. However, because the intensity of the reform was weak, the issue of the tax burden on citizens was not resolved.
Professor Oh Jeong-geun / Korea University
"Because it was agreed to reduce it to 56% after 20 years, the biggest problem is that the scale of what citizens must subsidize through taxes is barely decreasing..."
Yun Suk-myung / Committee Member, Korea Institute for Health and Social Affairs (KIHASA)
"Thinking that we can maintain the Government Employees Pension system with the remaining 1,700 trillion won just because 333 trillion won was saved from a scale of approximately 2,000 trillion won"
Must be reformed again
Although it was passed with great difficulty, the same process must be repeated in just six years.
Professor Oh Jeong-geun / Korea University
"It is a plan that will inevitably have to be amended again in the near future."
Professor Kim Jin-soo / Yonsei University
"I believe there should be another discussion on pension reform within five to ten years."
The half-baked reform has left behind a larger task.
