THE PROMISE OF PROTECTION

Popular but not populist

Parties and Governments will themselves generally conclude that offering greatersocial protection is likely to be politically popular – particularly in developing countries, where the beneficiaries represent a significant proportion of the electorate.

If formulated in anticipation of elections, however, such policies may be criticized as ‘‘populist’’.

In principle, there is nothing wrong with being elected for proposing popular policies – that, after all, is the basis of an electoral democracy.

Populism, however, often implies, among other things, that policies are being chosen on the basis of immediate mass appeal even if in the longer term they prove impractical or unaffordable.

대중적 지지를 얻는 정책, 포퓰리즘과는 다르다

정당과 정부는 대체로 사회적 보호를 강화하는 정책이 정치적으로 대중의 지지를 얻을 것이라고 판단합니다. 특히 수혜자가 유권자 중 상당한 비중을 차지하는 개발도상국에서는 더욱 그렇습니다.

하지만 선거를 의식해 이러한 정책을 수립할 경우,

'포퓰리즘(대중영합주의)'이라는 비판을 받을 수도 있습니다.

원칙적으로 대중의 지지를 받는 정책을 제시하여 선출되는 것에는 아무런 문제가 없습니다. 애초에 그것이 선거 민주주의의 근간이기 때문입니다.

그러나 포퓰리즘은 흔히 장기적으로는 실현 불가능하거나 재정적으로 감당할 수 없는 정책이라 할지라도, 당장의 대중적 호소력을 기준으로 정책을 선택하는 행태를 의미하는 경우가 많습니다.
