U.S. USTR Representative: "South Korea Has Not Fulfilled Its Commitments and Has Only Introduced Digital Legislation" (January 28, 2026)

(If the following article from the Chosun Ilbo is accurate, it would be extremely surprising. The content differs dramatically from what has been understood regarding the South Korean government's Korea–U.S. tariff negotiation commitments — namely, a pledged investment of $350 billion (approximately 501 trillion won) over ten years.
The veracity of the American side's statements must be established promptly. This is because the matter is inevitably closely tied to the future scale of both domestic and overseas investments by the National Pension Fund.
This is also the reason why, in addition to posting this article in the Resources section of the Pension Future Forum website, it is being posted additionally under the Statements category.)
"Greer stated that 'South Korea made a commitment to invest $350 billion (approximately 501 trillion won) in the United States over three years, and
to allow greater access for American automobiles to the Korean market,
to eliminate certain non-tariff barriers on agricultural products, and
to treat our digital companies fairly.' He continued,
'However, they have so far failed to pass the relevant legislation and have only introduced a new bill concerning digital services,' adding that 'they have not done what needs to be done in the agricultural and industrial sectors.
It is difficult for us to continue honoring our commitments in a situation where South Korea is unable to fulfill its own commitments in a timely manner.'
This appears to refer collectively to the situation in which South Korea passed the amendment to the Network Act — criticized across the American political spectrum as a 'censorship bill' — without passing the special legislation that is a prerequisite for investment in the United States,
and in which the Korea Fair Trade Commission is pursuing platform regulation."
