(Committee Member Yun Suk-myung. Roundtable Material for the 22nd National Assembly Health and Welfare Committee, September 10, 2026) Key Issues of Public Pensions (Posted September 16, 2026)

At the invitation of the 22nd National Assembly
Health and Welfare Committee (Chair Lee Man-hee),
a roundtable for pension experts was held from 8:00 a.m.
on June 10, 2026,
in the small conference room of the National Assembly Health and Welfare Committee.
Part of the presentation material (the appendix section)
delivered there by Yun Suk-myung, Research Fellow Emeritus at the Korea Institute for Health and Social Affairs (KIHASA),
is posted here
on the Pension Future Forum website,
under the Statements and Commentaries category.
This is to reveal the reality
of the ongoing debate over the
strengthening of public pensions.
The National Pension financial projections
on page 7 of the attached file,
based on the law as it stood before the March 20, 2025, amendment to the National Pension Act
and broken down by
various scenarios,
as well as
the debate recorded in <Appendix 3>, <Appendix 4>,
and <Appendix 5>
over the income replacement rate between the then-ruling Saenuri Party and
the then-opposition Millennium Democratic Party,
deserve the reader's close attention.
The Millennium Democratic Party, then in opposition,
claimed that raising National Pension contributions
by just one percentage point
would allow the National Pension income replacement rate
to be raised to 50%,
and used that claim
to sway public opinion,
and in fact,
within the National Assembly-led
'National Grand Compromise Body for
Government Employees Pension Reform,'
the parties agreed to raise the National Pension
income replacement rate by 10 percentage points
to 50%.
As a backlash to this, Cho Yoon-sun,
then Senior Secretary for Political Affairs of the Park Geun-hye
administration,
resigned; furthermore, at the request of the Saenuri Party
to reveal the substance of the
National Assembly agreement, Research Fellow Yun Suk-myung
explained the issues regarding the National Pension
income replacement rate at a forum
attended by senior Saenuri Party lawmakers.
As this is recognized as an important historical record,
I am posting it in the
Statements and Commentaries category of the Pension Future Forum website.
(I also attach contents from the
Government Employees Pension white paper stating that raising the National Pension
income replacement rate to
50% was a key issue during the 2015 agreement process.)
