(KBS 1TV Live Broadcast, November 10, 2018) Uhm Kyung-chul's Late-Night Debate - How Should We View the Problem of National Pension Fund Depletion? (Posted September 6, 2026)

The 2018
OECD Korea Survey Report
carried in its appendix a projection that
the central government's debt ratio, driven by population aging,
would reach 200% of GDP by 2060.
This is a video in which
National Assembly member Kim Se-yeon, who served as
chair of the Health and Welfare Committee
in the latter half of the 20th National Assembly,
presents that projection.
The broadcast also includes a remark that the answer "introducing a National Pension payment guarantee provision
cannot serve as a fiscal stabilization measure"
had been extracted from the Ministry of Health and Welfare.
What is regrettable is that the figures
— calculated on the basis of material obtained through the Ministry of Health and Welfare,
namely the 2018 National Pension financial projection data,
and showing that, through 2088,
the National Pension's cumulative deficit
reaches 17,000 trillion won —
are missing from the YouTube video
that KBS produced.
(The graph used in the broadcast at the time, which showed that shocking picture,
is attached here as a file.
Even with all this, then President Moon Jae-in,
on the grounds that the public disliked it,
sent back the National Pension overhaul plan
that the Ministry of Health and Welfare had prepared.
Despite opposition-party resistance and a public backlash,
President Roh Moo-hyun ultimately succeeded in reform, and Moon's move
stood in contrast to Roh's.)
