(KBS TV Report, November 10, 2018) Uhm Kyung-chul's Late-Night Debate - Is the National Pension's Old-Age Security Function Adequate? (Posted September 6, 2026)

Because of the National Pension's malfunctioning

income redistribution function,

and contrary to the original intent of the scheme's design,

the main benefits of the "pay less, receive more" National Pension

are accruing

to high earners

who hold stable jobs.

That is what this video explains.

On this point, Democratic Party Representative Ki Dong-min

agrees as well.

This is why the Pension Future Forum, as part of structural reform,

calls for converting the National Pension into a 100% earnings-related pension,

moving it to "a system that pays out only what one has paid in" —

and why it stresses that this reform is necessary.

("a system that pays out only what one has paid in" means

the contributions one has paid

and the fund investment returns they generated,

added together.)
