"The Basic Pension Should Be Paid Intensively to the Bottom 20–30% by Income, Alongside a Higher Eligibility Age" (2026-04-14)

On the 14th, the Korea Association of Retired Persons held a statement announcement titled 'Redesigning the Basic Pension and Restructuring the Old-Age Income Structure' at the National Assembly in Yeouido, and through it

pointed out, “The Basic Pension is now no longer simply a question of 'how much more to pay,' but a question of

whom to protect more generously,

what structure would make this system sustainable,” it noted.

As the pool of eligible recipients rapidly expands, the fiscal burden is growing larger, yet protection for the truly vulnerable remains insufficient.

As the basic principles for the Basic Pension overhaul, the Association put forward

△ concentrated protection for the impoverished elderly population, △ a symbolic compensatory pension guaranteeing basic dignity for the entire elderly population, and △ reform of every reduction system linked to the Basic Pension.

In other words, pay a larger amount to older people in economic difficulty, and for the remaining older people, provide a symbolic-level basic pension.
