A Very Important Forum on Pension Reform, No. 1 (Held in October 2004) — Overview

(A forum of tremendous significance for National Pension reform was held on October 22, 2004, in a small conference room at the National Assembly Members’ Office Building.)

The government’s National Pension reform proposal, based on the deliberations of the first National Pension Financial Estimation Committee in 2003, was submitted to the National Assembly in October 2003.

After the government’s reform proposal was made public, fierce clashes continued in the political sphere.

The government’s position that, given the trends of low fertility and population aging, measures to stabilize the National Pension’s finances were urgent, and

the argument that introducing a Basic Pension to alleviate elderly poverty and the like was more urgent than National Pension fiscal stabilization measures, began to clash head-on.

Given that this was the situation at the time,

on October 22, 2004,

in order to clarify the essence of the National Pension reform debate that was drawing the attention of the entire nation at the time,

a pension forum hosted by the Korean Social Security Association came to be held at the National Assembly.

On the website of the Korean Social Security Association, which hosted the event at the time, for some inexplicable reason (??)

it is not possible to view the materials from that extremely important policy forum!

In consideration of this regrettable reality of ours,

from the policy forum’s sourcebook at the time,

we have photographed some of the important content, intending to post it in

the Pension Future Forum website’s

resource archive category.

This is in order to leave it as a vivid record for history.

The most contentious presentations at the time were
