(2008) The Second National Pension Financial Projection Report

(Please compare the contents of the 2008 second financial projection report and the 2023 fifth financial projection report.)

Up until the second financial projection in 2008, the Financial Estimation Committee was still, at least, operated in a manner consistent with the purpose of the financial projection itself.

But starting with the third financial projection in 2013, the Financial Estimation Committee began to be operated in a way that departed from its original purpose.

Even though the purpose of the financial projection was to review long-term fiscal soundness and prepare fiscal stabilization measures suited to it,

it is because arguments for operating on a pay-as-you-go (PAYG) basis, injecting tax revenue after the fund is depleted, began to be included in the financial projection report as one of the options.

came to appear, in the 2023 fifth financial projection, as an actual fiscal stabilization measure.

This can be called a representative example that shows just how much the Financial Estimation Committee’s operation has become distorted over the years.

please compare especially the amount of information they provide. You can see that a significant amount of the key information once provided in past financial projection reports is now missing.

This is a point that our society must raise as a major issue on a large scale. "A deteriorating plan can be disguised as a reform plan" — that is what it is becoming the foundation for.
