The Pension Future Forum Sets Out How the Advisory Committee’s Final Report Came Not to Be Distributed at the Plenary Meeting of the 22nd National Assembly’s Special Committee on Pension Reform (2026. 8. 25.)
At the venue of the Special Committee on Pension Reform on August 21,
proceedings went ahead without the Special Committee advisory committee’s outcome report being submitted.
The reason is as follows.
At the tenth and final advisory committee meeting,
the report
writing format that had been agreed
was, without prior notice,
by one particular camp
unilaterally scrapped;
they then drew up a report centered on
content setting out their own claims
and, having done so,
distributed it in advance
to those members of the Special Committee
who wished to receive it.
Originally,
the agreement on how
the Special Committee advisory committee’s report
was to be written ran as follows.
Because the positions of the two sides
were so far apart,
it became difficult to reach agreement
even on the format for writing the report.
As a solution
in that situation,
since for each of the ten meetings
a summary of the presentation materials
had been reported to the members of the National Assembly
belonging to the National Assembly’s Special Committee
on Pension Reform,
it was agreed that, topic by topic,
the content reported to the members of the Special Committee
would each be included
in the main text,
and that the conclusions would each be set out
separately.
The materials presented at each meeting
and the detailed minutes
of all ten meetings
were to be attached as an appendix.
On this agreement,
without prior notice,
one side scrapped the agreement and then
drew up a separate report
to suit its own taste.
With events unfolding in this way,
at the meeting of the 22nd National Assembly’s
Special Committee on Pension Reform on August 21, 2026,
no report was submitted,
and the co-chairs
each stated their own positions instead.
On the day,
in the presentations at the meeting,
the side that had scrapped the original agreement
is said to have had, from its own full report,
a seven-page extract
(tables, figures and the like)
distributed to the members
of the Special Committee.
To the members of the Special Committee
who wished to receive that report,
the report
is said to have been delivered in advance,
but bringing the report
into the Special Committee’s
meeting room was not permitted.
In this situation,
on August 21,
at about 12:30 p.m.,
citing the breach of the agreement,
the side that had refused to adopt the report —
of the conclusion section of that report,
distribution of printed copies was permitted,
and distribution at the venue
is said to have been able to take place.
