(In Response to a Stated Position on Government Employees Pension Reform) A Protest Visit by the Government Employees’ Union (2014. 10.)

(At the time of the 2015 Government Employees Pension reform,

the person who had led the way in strongly advocating

a proper pension reform,

Yoon Seok-myung, then head of the Pension Research Center

at the Korea Institute for Health and Social Affairs, was

the target of a protest visit by the Government Employees’ Union.

Ten years have now passed since the

Government Employees Pension reform that was then extolled

as a proper reform;

and in the single year 2025

the amount needed merely to cover the deficit

of the Government Employees Pension

reaches about 10 trillion won.

We put a public question

to the Government Employees’ Union!

Whose position and whose remarks

do you now think were sound!

Since the 2015 Government Employees Pension

reform, the deficit subsidy has swollen

like a snowball, and yet

not a single voice calling for

Government Employees Pension reform

is to be heard in this society of ours —

looking at that reality,

which position

do you think was sound!

Since this is a public question,

Protest against Center Head Yoon Seok-myung’s distorted remarks; a meeting with the Institute’s president requested

 On the afternoon of the 1st, the Government Employees’ Union visited the Korea Institute for Health and Social Affairs to protest strongly against what it called the distorted remarks, at odds with the facts, made by Research Center Head Yoon Seok-myung about the Government Employees Pension in a television debate and in the press, and to demand a meeting with the Institute’s president.

 Secretary-General Kim stressed, “Through Center Head Yoon Seok-myung’s remarks, there are many cases in which reporters carry into their articles reports that differ from the facts,” and “when (Center Head Yoon) speaks about the facts he should speak of the whole picture, but to speak of only one part is wrong.”

 To the observation that “it is merely the autonomous opinion of an individual researcher,” Lee Jae-seop, chairman of the Restoration Struggle Committee, said, “The Government Employees Pension is a national policy and an exceedingly large and sensitive agenda item, and since it is a matter that all citizens know about politically and socially, it cannot be dismissed as one individual’s research topic and opinion.”

 Chairman Lee pointed out in particular that “the Korea Institute for Health and Social Affairs, a government-funded institution under the Prime Minister’s Office, is displaying a biased position leaning to one side,” and stressed that “although strengthening welfare in old age in the face of population aging is the purpose for which the Institute was established, it is instead weakening the public pension.”

 In response, Team Leader Cho Nam-ju replied, “(The materials you have brought) will be formally received; I will take responsibility for obtaining the president’s approval and will make sure they are conveyed to Center Head Yoon Seok-myung as well. I will also fully convey the position of the Government Employees’ Union as stated today.”
