Perspectives on the Basic Pension Reform Controversy (2013 National Assembly Research Service Bulletin)

Active discussion is currently underway regarding reform of the Basic Pension.
The following presents debate articles from the period surrounding the introduction of the Basic Pension — a controversy that ultimately drove Minister of Health and Welfare Jin Young to resign in 2014.
These articles were published in the 2013 National Assembly Research Service Bulletin and include
a piece by Professor Kim Yeon-myeong of Chung-Ang University, who argues that the National Pension Fund should be used as the financing source for the Basic Pension,
alongside a contrasting piece by Yun Seok-myeong, Director of the Pension Research Center at the Korea Institute for Health and Social Affairs (KIHASA),
who argues that the National Pension Fund must not be used to finance the Basic Pension.
