(Answer by the Director of the Future Strategy Office, Ministry of Planning and Budget, at the Special Committee on Pension Reform of the 22nd National Assembly, September 29, 2026) On Representative Nam In-soon’s Question About Advance Treasury Funding (Posted October 6, 2026)

At the September 29
meeting of the National Assembly Special Committee on Pension Reform,
on funding National Pension credits
by injecting treasury money in advance,
Democratic Party Representative Nam In-soon put a question;
the Ministry of Planning and Budget’s Director of the Future Strategy and Planning Office
responded to it.
We recommend watching the part of the video attached below
that begins at the
7-minute-20-second mark,
where he says, “This year, because of the government’s budget deficit,
we are already issuing 100 trillion won
in government bonds;
is it justified to go even deeper into debt on top of that
and inject treasury funds
in advance?” That is the point
his answer makes, and why we recommend it.
In a separate exchange that day,
Minister of Health and Welfare Jung Eun-kyeong
said, “Regarding injecting treasury funds
into the National Pension in advance,
from the standpoint of intergenerational equity,
whether it is appropriate
has been questioned within the ministry.” That
was a remark worth noting.
One day earlier, on September 28,
at a debate hosted by the National Assembly Special Committee on Pension Reform,
a presentation had argued that if large-scale treasury funds were injected in advance
to boost the fund’s investment returns,
the depletion date of the National Pension Fund
could be pushed back substantially;
for that reason,
the Pension Future Forum
is watching
this September 29 remark
by Minister of Health and Welfare Jung Eun-kyeong
very closely.
