A Paper Addressing the Problem of Policy Goals Intervening in the Management of the National Pension Fund

This study analyzes the controversy over the policy-driven use of the National Pension not as a matter of whether individual cases are justified, but

as a problem of vulnerability in the governance structure through which policy objectives, even without explicit intervention,

can flow into the pension fund's decision-making frame and objective function.
