In connection with the introduction of the Basic Pension system,

as a historical record,

we are posting a paper that appears to carry very great significance.)

 

In 2014, the single biggest issue facing the Park Geun-hye administration was none other than the introduction of the Basic Pension.

He took part as a specialist member of the Park Geun-hye Presidential Transition Committee, and was at the forefront of stressing the need to introduce the Basic Pension in its current form —

namely,

sharing the view Dr. Lee Yong-ha had argued for — the introduction of a universal, tax-financed Basic Pension —

actively

supported the introduction of the current Basic Pension system

The Lee Myung-bak administration's 'Subcommittee for Restructuring the Basic Old-Age Pension' likewise

had Professor Kim Yong-ha and Professor Seok Jae-eun taking part, and they argued to the very end for the introduction of a universal, tax-financed Basic Pension.

Professor Kim Yong-ha took part in the Lee Myung-bak administration's Presidential Transition Committee.

After holding an all-day, no-holds-barred debate at Samcheonggak in Samcheong-dong,

The Lee Myung-bak administration,

even though this had been one of its own

'100 National Policy Agenda Items,'

ultimately reached the conclusion that 'introducing the Basic Pension is not possible.'

This decision was kept undisclosed to the press, but the administration pursued policy in this direction until the very end of its term.
